Adam Rynne
Founder and Managing Director | 30 years experience
Adam Rynne founded CostMEI to give clients direct access to senior cost engineering expertise without the overhead of a large firm. With over 30 years of hands on experience across civil, marine, mining, metals, energy and infrastructure, Adam has worked across all sides of the industry including site based, contractor side, and consultancy side roles.
Adam has led estimating teams on some of Australia’s largest infrastructure projects including programs valued in excess of $7 billion. His experience covers both contractor and owner side delivery, giving CostMEI a commercial depth that generalist firms cannot match. Adam is a member of AACE International.
David Chan, MRICS, MICE, MAIQS, CQS
Associate Director | 30 years experience
David Chan is CostMEI’s Associate Director, bringing over 30 years of quantity surveying and cost engineering experience across civil infrastructure, energy, and transmission projects in Australia and APAC. David is a Chartered Quantity Surveyor and holds professional membership with the Royal Institution of Chartered Surveyors (MRICS), the Institution of Civil Engineers (MICE), and the Australian Institute of Quantity Surveyors (MAIQS), where he also holds Certified Quantity Surveyor (CQS) status.
David’s qualifications enable CostMEI to provide independent cost verification, estimate certification, and project finance assurance that meets the standards required by lenders, developers, and government procurement bodies.
Phillip Agostinelli
Senior Consultant | 30+ years experience
Phillip Agostinelli is a Senior Consultant at CostMEI with over 30 years of estimating and cost engineering experience across energy, transmission, water and infrastructure. Phil has held senior estimating leadership roles at Powerlink Queensland, Clough, John Holland, and Downer, bringing a depth of project knowledge that spans the full lifecycle from concept through to delivery.
At CostMEI, Phil works across high value energy and infrastructure programs including transmission, renewables, water and wastewater, and mining. His experience covers first principles estimating, cost planning, benchmarking, and commercial review for both contractor and owner side clients.
Lennox Zay Za
Senior Consultant | 18 years experience
Lennox Zay Za is a Senior Consultant at CostMEI specialising in first principles cost estimation and project advisory across complex electrical and power infrastructure. With over 18 years of experience, Lennox covers HV, LV, and ELV electrical systems across transmission lines, substations, switching stations, synchronous condensers, and renewable energy connections including utility scale wind, solar, and BESS, across assets from 11kV distribution through to 500kV.
Lennox delivers bottom up, defensible cost advice for major energy transition and infrastructure programs. His work covers renewables and transmission, water and wastewater infrastructure, and mining electrical reticulation across copper, gold, and lithium projects. He has developed AACE compliant cost databases, estimation templates, and WBS structures for major network operators and has provided independent cost review and advisory for proponent investment estimates.
